摘要
社群经济是通过社群成员之间的自愿合作和共同努力来进行资源优化配置,从而达到提高社群整体福利的综合性经济发展模式.本文从推动社群经济发展的核心组织视角,将社群经济划分为社群组织主导型、非政府组织主导型、政府组织主导型和政府间组织主导型四种.社群组织主导型是应用最广的一 种社群经济类型,较成熟的社群经济通常都是由社群成员自主管理的社群组织来主导运行和管理.在社群经济发展的起步和成长阶段,以非政府组织主导型、政府组织主导型或政府间组织主导型为主,待社群能够实现自我管理和可持续发展后,外部力量开始逐渐退出.因此,在促进社群经济发展时,应在不同的发展阶段,采用不同类型的具体模式.
Community economy or community-based economy(CBE) is a holistic economic development model targeting to optimize the allocation of resources and improve the welfare of community through joint efforts and voluntary cooperation of community members. Based on the leading organizations of promoting CBE’s development,this paper classified the CBE into four types/models, such as CBO( comm unity-based organization)-Led,NGO(non-governmental organization)-Led,GO(Government Organization)-Led,and IGO( inter-governmental organization)-Led CBE. The CBO-Led CBE is the most widely used model now. At the mature stage, the CBE is usually operated and managed by a CBO that is selfmanaged by community members. At the fledging and growth stages, the CBE is usually led by external forces like NGO,GO,or IGO. Furthermore,the external forces are going to phase out gradually after the community achieving the capability of self-management and sustainable development. Therefore, it is supposed to employ appropriate the CBE model(s) according to the development stage of the CBE.
