摘要
基于参与医保和了解医保两个方面对广州市大学生参保现状和满意度进行实地问卷调查,选取个人经济性、参保便利性、治疗效果和医院条件这四个潜变量,运用模糊综合评判方法得出广州市大学生对医保制度的满意度是"一般"。通过重要性-满意度分析进一步明确,在满意度的影响因素中,亟需完善和改进的四个指标是:转诊手续、报销流程、报销范围和购药便利性。建立结构方程模型,探究四个潜变量和总体满意度之间的数量关系,结果显示:个人经济性指标直接正向的影响整体满意度。结论认为,影响大学生医保满意度的两个最主要的因素是:对医保经济性的主观感受和对治疗效果的评价;政策制定者应该根据大学生的实际需要,不断完善医疗保险政策,才能有效提高大学生的参保热情和满意度。
In terms of medical insurance participation and understanding, a questionnaire-based field- work was conducted to investigate the participation status and satisfaction towards the medical insurance sys- tem on the part of the university students in Guangzhou. Four latent variables were selected, including worthiness, convenience, therapeutic efi^ct and hospital conditions. Via fuzzy comprehensive assessment, it was found that university students in Guangzhou demonstrated a ＂just OK＂ satisfaction towards the current medical insurance system. An essentiality-satisfaction analysis showed that among the many influence fac- tors, four indicators needed to be improved urgently ： referral procedure, reimbursement process, reimburse- ment range, and medicine purchase convenience. A structural equation model was then established to ex- plore the quantitative relationship among the four latent variables and overall satisfaction, yielding the result that worthiness had a direct and positive impact on overall satisfaction. Finally, the following two conclusions were drawn in the study ： （ 1 ） the two most important factors affecting the university student satisfaction towards the medical insurance system were subjective feelings on economic efficiency and evaluation of treat- ment efficiency; and （2） to effectively upgrade students＇ participation enthusiasm and satisfaction, policy- makers should constantly improve the medical insurance policy in light of students＇ actual needs.
