摘要
我国民营银行自2014年首批5家试点以来,截至2017年8月底,共有17家民营银行获批筹建。已开业民营银行的筹建及经营经验对陕西加快申报获批具有借鉴意义。本文全面梳理并比较分析了15家已开业民营银行基本情况、业务特点及经营状况,各家银行的差异化经营实践取得初步成效,但同时存在准入监管限制过多、业务模式趋同、服务领域交叉、组织架构尚未成熟、风险防控压力凸显等一系列问题。陕西争取西京银行和民东银行尽快获批,需要在放宽准入、特色化经营、公司治理、风险防控、构建良好金融生态环境等方面作出积极努力。
Since the first batch of five private banks in China in 2014,as of the end of August 2017,a total of 17 private banks have been approved for preparation.The preparation and operation experience of the already-opened private banks has implications for Shaanxi to speed up the approval of the application.This paper comprehensively reviews and compares the basic conditions,business characteristics,and operating conditions of the 15 private banks that have been opened,and the bank＇s differentiated business practices have achieved initial results,but at the same time there are too many restrictions on access supervision,business model convergence,and service areas.Cross-cutting,organizational structure is not yet mature,and risk control pressures are highlighted.Shaanxi strives for the approval of Xijing Bank and Mindong Bank as soon as possible,and needs to make active efforts in terms of relaxing access,specializing in operations,corporate governance,risk prevention and control,and building a sound financial ecological environment.
