摘要
保障随迁子女在流入地平等接受义务教育,是我国推进新型城镇化过程中对公平正义的必然诉求。当前,新型城镇化发展呈现东部地区城镇化水平依然最高,都市圈、大城市群是其区域节点等趋势,并给城市人口流动带来相应变化:城市规模越大,人口净流入态势越显著,超大、特大城市更为突出;城市规模越大,人口近郊化程度越高。在此背景下,对大城市义务教育学龄人口规模与结构也带来了深刻影响:超大城市、Ⅰ型大城市随迁子女净流入态势更明显;各型大城市普遍存在超规模随迁子女,小学段承载压力高于初中段;城市规模越大,常住人口中在校生占比结构相对越低;城市规模越大,教育人口近郊化程度越高,市辖区教育资源承载力面临挑战等。为此,应坚持"一个原则与一条底线",加强教育资源供给侧改革以实现教育人口与资源间的"空间匹配",统筹制定城市义务教育发展规划与空间布局。
It is an inevitable demand for fairness and justice to promote the migrated children to enjoy local compulsory education in the process of promoting new urbanization. At present, the development of new urbanization shows that the urbanization level of the eastern region is still the highest, the metropolitan group is the main node, which brings about the change in the population of the big cities ： the net inflow of population trend with the city scale expanding and significant, the large and super city outstanding, the distribution structure of urban population is closely related to the expansion of urban scale, etc.. Migrated children also have a profound impact on the size and structure of school-age population in compulsory education in big cities ： the net inflow of migrated children in megacities and big cities is obvious, there exists migrant children in big cities, whose number is more than the scale of the school-age population, the students proportion of urban resident population decreases with the expansion of urban scale, the degree of suburbanization of primary and secondary school students is closely related to the increase of city size, etc.. To this end, the city should adhere to the ＂one principle, a bottom line＂, strengthen the supply side reform of education resource to realize the ＂space matching＂ between the population and education resource, and accelerate the coordination and allocation of the resource of compulsory education
