摘要
国土资源是我国社会和经济发展的基础,对国土资源的管理、保护、利用直接关系到国家的稳定与发展。但由于信息化建设在国土资源管理部门的普及水平还有待提高,设计一个针对国土资源相关部门进行信息管理的电子政务系统成为迫切的需求。文中针对该问题,设计并开发出一套完整的电子政务系统。其以J2EE平台为基础,基于B/S架构,将系统分为持久层、逻辑层、控制层、表现层,加强了系统的可移植性;通过GIS系统、MIS系统以及OA与电子政务理论加强了系统功能的实现,并利用分布式空间数据共享和更新技术实现数据的共享。该系统功能完善,紧密贴合实际需求,且在上线试运行过程中,大幅提高了相关部门的资源管理效率与办公效率,取得了良好的效果。
Land and resources are the foundation of China＇s social development and economic development,and the management,protection and utilization of land and resources are directly related to the stability and development of the country. But because of the popularity of information construction in the management of land and resources department level needs to be improved,to design a relevant departments of land and resources for information management of the electronic government affairs system become a pressing need. In view of this problem,a complete set of e-government system is designed and developed in this paper. Based on J2 EE platform,the system is divided into persistence layer,logic layer,control layer and presentation layer based on B/S architecture to enhance system portability.Through the GIS system,MIS system and OA and e-government theory to strengthen the realization of system functions,and the use of distributed spatial data sharing and updating technology to achieve data sharing. The system has perfect function,close to the actual demand,and has greatly improved the resource management efficiency and office efficiency of related departments in the process of on-line trial operation,and achieved good results.
