摘要
人才是第一资源,企业要实现持续健康发展,必须把培养和使用好人才放在突出位置。专家通常具有扎实的专业理论、较强的专业技术能力和丰富的实践经验,既熟悉相关领域科技前沿,又熟知企业专业技术方面的实际需求,是企业专业技术领域的领军人才。文章根据华北油气分公司勘探开发工作的实际需要,总结实施专家制度以来制约专家作用发挥的主要因素,通过健全管理体系、搭建工作平台、完善制度机制、强化激励约束等措施,对进一步发挥专家作用的机制进行了初步探索。
Talents are the first resource. For an enterprise to realize continuous and healthy development, training and using talents well should be put on prominent position. Experts usually have solid professional theory, strong professional technical ability and abundant practical experience, not only are familiar with scientific technical leading edge in relevant fields, but also are familiar with actual demand of enterprises in the aspects of professional technology, being leading talents in enterprise professional technical fields. Based on the actual demand of Sinopec North China EP Company's exploration production work, this paper concludes main factors restricting the exertion to the role of experts since the implementation of expert system, and makes a preliminary study on the mechanism for further giving play to the role of experts based on a series of measures such as improving management system, establishing working platform, perfecting system and mechanism, and strengthening incentive and restraint.
