摘要
[目的]基于土地整治效益评价研究与应用需要,将文化效益纳入到土地整治效益评价之中,与经济、社会、生态效益一起构成效益评价的4大指标,为土地整治效益评价研究做出有益探索。[方法]采用AHP法确定各层评价指标权重,结合特尔斐法对效益评价指标划分影响等级,运用多层次AHP_FCE模型综合评价土地整治效益。[结果]广水市土地整治经济、社会、生态和文化效益评价分值分别为85.175 0、81.446 5、76.602 0、72.397 5,对应等级分别为优秀、良好、良好、合格;综合效益评价分值为79.613 5,等级为良好,符合研究区实际。[结论]多层次AHP_FCE评价模型充分地考虑了土地整治效益评价的系统性和模糊性,是较合理、科学且切实可行的研究方法,能为鄂西北地区土地整治效益评价提供重要的参考依据。
[Objective]Based on the land consolidation benefit evaluation research and application needs,this paper introduces the cultural benefits into the evaluation of land consolidation benefit,and together with the economic,social and ecological benefits constitute the 4 major indicators of efficiency evaluation,to make beneficial exploration on evaluation of land consolidation benefits.[Method]AHP method was used to determine the weight of each index,and the effect of the evaluation index was divided by the Delphi method,and the land improvement benefit was comprehensively evaluated by using the multi-level AHP_FCE model.[Result]The evaluation scores of the economic,social,ecological and cultural benefits of land improvement in Guangshui City were 85.175 0,81.446 5,76.602 0,72.397 5,and the corresponding grades were excellent,good,good and qualified. The comprehensive benefit score was 79.613 5 and the grade was good,which was in line with the actual situation of the project area.[Conclusion]The AHP_FCE model fully takes into account the systematic and fuzziness of land regulation benefit evaluation,which is a reasonable,scientific and feasible research method,it can provide an important reference for the evaluation of land improvement in northwest Hubei Province.
