摘要
为进一步加强和完善政府采购预算管理,落实中共中央办公厅、国务院办公厅《关于进一步完善中央财政科研项目资金管理等政策的若干意见》,加强和规范科研院所的政府采购预算管理,并提出行之有效的对策,使科研院所有条不紊、公开高效地安排科研资金,提高财务管理的执行力度,已经成为科研院所财务管理的重中之重。
When scientific research institutes gives first priority to allocating scientific funds publicly and efficiently strengthening financial management, some practical strategies are proposed in the paper concerning the improvement and standardization of government purchase budget management in these institutions as specific measures to implement Suggestions on Perfecting the Policies on Central Financial Scientific Research Fund Management by General Office of CPC＇s Central Committee and General Office of the State Council.
