摘要
目的:调查评估2006─2016年云南省36个县新型农村合作医疗保险基金运行情况及运行效率。方法:基于分层抽样法选取云南省12个市州的36个县,由当地医保部门填报2006—2016年新型农村合作医疗数据,运用SPSS 22.0软件进行汇总、整理和描述性分析利用数据包络分析(DEA)模型计算各年份基金运行效率得分。结果:2006─2016年云南省农民参合率及统筹基金总额逐年提高;新型农村合作医疗保险基金的综合效率和纯技术效率较低,规模效率相对较高,综合效率主要受纯技术效率影响。结论:云南省2006─2016年新型农村合作医疗运行情况良好,参合率与筹资水平逐年提高,基金结余趋向稳定,基金运行的综合效率主要受纯技术效率影响,存在投入浪费,仍需进一步提高基金管理水平。
Objective： To investigate and evaluate the operation and operating efficiency of the New Rural Cooperative Medical System（NCMS） fund in 36 counties of Yunnan from 2006 to 2016. Methods： The data of the NRCMS participation in 36 counties from 2006 to 2016 were obtained with the stratified sampling method. SPSS 22.0 Software was used to summary, arrange and describe data. Data envelopment analysis（DEAl was used to assess the efficiency of fired operation in each year. Results： From 2006 to 2016, the coverage rate for the NRCMS increased in Yunuan. Overall fund balances fluctuated greatly. The comprehensive efficiency and pure technical efficiency of the NRCMS fund were relatively low. The scale efficiency of NRCMS was relatively high. The overall efficiency was mainly influenced by the purely technical efficiency. Conclusion： The NCMS performed well in Yunnan from 2006 to 2016. The participation rate and funding level increased yearly. The balance of fund tended to be stable. The NCMS comprehensive efficiency was mainly influenced by pure technical efficiency. There was a waste of investment in fund operating, which still needed to further improve the level of fund management.
