扎根祖国大地是世界建设一流大学办学的普遍规律。"扎根中国大地办学"的具体内涵是要为中华民族的崛起和战略性的国家需求做好服务,要满足中国人民对接受更好教育的期望,要通过鲜明的价值引领办成具有中国特色的世界一流大学。实现扎根中国大地办大学的策略是要健全具有中国特色的现代大学决策制度、管理运行制度和评价制度。
