摘要
本文采用607个问卷调查样本和7个个案访谈样本,针对广东省居民和社会组织对养老问题的看法、态度或做法,探讨社会组织参与社区养老服务的可行性。结论如下:老人以家庭养老为主,但满意度低;社区设施不足;社区养老发展遭遇制度不够健全、资金、人才缺乏等瓶颈;社会组织有多种优势,也存在制约因素,社会组织参与社区养老服务在解决宣传、资金来源、人才欠缺、监管方面问题时要有针对性。最后提出社会组织参与社区养老的实施路径:从法制建设、宣传引导、设施配置、个性服务、人才保证等环节进行设计,提升居民对养老的满意度,促进我国养老社会化进程。
This paper uses 607 questionnaire survey samples and 7 case interview samples, discusses the feasibility of social organizations participating in community aged care services in view of the views, attitudes and practices of Guangdong residents and social organizations on pension issues. The conclusions are as follows： The elderly mainly rely on family pensions, but their satisfaction is low;community facilities are insufficient; community pension development suffers from bottlenecks such as inadequate systems, lack of funds and lack of talents; social organizations have many advantages and constraints, and participation of social organizations in community aged care services must be targeted when addressing propaganda, funding sources, talent shortages and regulatory issues. Finally, it puts forward the implementation path for social organizations to participate in community pensions： designing from the aspects of legal system construction,publicity and guidance, facility configuration, individual service and talent guarantee, to raise residents＇ satisfaction with retirement care and promote the socialization process of China＇s old-age care.
