摘要
军民融合人才战略是军民融合国家战略的重要组成和部队战斗力提升的强劲引擎。军事装备科研人才作为军事人才的尖端重要组成,研究其人才培养激励模式具有十分重要的意义。论文试图从价值、环境、制度和单位4个方面构建军民融合式装备科研人才培养的激励模式;而后,从培养思路、顶层规划、法制机制、考评监督4个方面提出了一系列实施建议,以期吸引更多优势资源和最大限度激发各方积极性和创造性。
The talent strategy of military and civilian integration is an important component of the national strategy of military and civilian integration,and also is a powerful engine for improving the fighting capacity of the army.It is of great significance to study the incentive model of military equipment scientific research personnel who is the top components of military talent.Firstly,we try to build an incentive model for talent cultivation for equipment scientific research personnel from four aspects:value,environment,system and participating unit.Then,this paper puts forward a series of implementation suggestions from 4 aspects:training ideas,top-level planning,legal mechanism and examination and supervision,so as to attract more resources and maximize the enthusiasm and creativity of all parties.
