摘要
由于全球气候变化及人类活动的影响,近年来我国城市内涝灾害频发。在此背景下,从地形特征的角度简要阐述了城市易涝区,对城市内涝的成因进行系统性分析,将造成城市内涝的主要因素归纳为自然因素、规划因素、工程因素、管理因素,并分别进行论述。从工程措施和非工程措施两个方面回顾了我国在解决城市排水防涝问题过程中所采取的做法,做出的改进,指出在规划设计、管网建设、体制机制、应急抢险等方面存在的不足。针对现有研究中的不足,指出变化环境下城市内涝防治中亟待解决的问题。
Due to the global climate change and the impact of human activities, urban waterlogging disasters occurred frequently in recent years. Under this background, and from the perspective of terrain features we briefly describe the area where the urban waterlogging happened easily, analyze the causes of urban waterlogging, summarize the main factors of occurring the urban waterlogging as natural factors, planning factors, engineering factors, management factors, and discuss the factors above respectively. We also review the practices and improvements in the process of solving the problems of urban drainage and waterlogging from the aspects of engineering measures and non-engineering measures, and point out the problems existing in planning and design, pipe network construction, system mechanism and emergency rescue insufficient. In view of the shortcomings in the existing research, we point out the problems that need to be solved urgently in urban waterlogging control under the changing environment.
