摘要
随着公路基础设施领域的快速发展,政府与社会资本的合作也在不断加深,但资金需求巨大、融资困难、失地农民等问题日益凸显。公路工程PPP项目专项债券融资,在一定程度上填补了建设资金的缺口,并针对土地增值收益,构建债权分配方式的数学模型,给予失地农民一定的债权作为额外补偿,缓和利益不均衡的矛盾,探寻适合我国的公路工程融资模式。
With the rapid development of highway infrastructure,the cooperation between government and social capital is deepening,but the problems such as capital demand,financing difficultly,and farmer without land are striking. Highway PPP project special bond financing,absorb huge construction funds,and gives some debts to the landless farmers as the extra compensation by building the mathematical model of debt distribution facing the land increment benefits. This model alleviates the contradiction of interest imbalance,explores suitable urbanization financing mode.
