摘要
如何在利用好市场作用的同时解决中低收入阶层、流动人口的住房困难问题,目前中国正在探索过程中。日本在城市化高速发展时期,针对大量从农村涌入城市的工薪族新市民居住困难问题,建立了以公团住宅为主的住宅制度。住宅公团通过在大城市郊区集中连片开发,建设以租赁型集合住宅为主的公团住宅,不但在解决社会中间层住宅困难中发挥了重要作用,而且促进了住宅产业化、城市化的发展。中国住房体系中商品房比重过高、租赁住宅比重过低,不能适应社会需求。日本公团住宅制度值得中国在是解决中低收入流动人口的居住困难方面借鉴参考。
How to use the role of the market to solve the housing difficulties of the middle and low-income groups and the floating population, China is currently exploring the process. During the period of rapid urbanization, Japan established a housing system based on public residence for large numbers of newcomers from the countryside. Through large-scale development, apartments for rent was builted in the suburbs of large cities, Residential Corporation has not only played an important role in solving the difficulties of social middle-story dwellings, but also promoted the industrialization and urbanization of dwellings. In China,the proportion of commercial housing is too high,the proportion of leased housing is too low to meet social needs. The Japanese public housing system deserves China's reference for solving the difficulties of living in low- and middle-income floating population.
