摘要
推进高校专利转化建设是创新驱动条件下建立高校同企业密切联系的新桥梁,打牢高校服务社会的基础和新渠道以及驱动高校自主创新发展的新工具,当前我国高校专利转化建设存在的突出问题在于专利申请量和授权量大、专利转化率低、专利维持年限短等,其原因在于高校专利转化观念不强、缺少强有力的转化机构和服务队伍、专利申请质量不高、科研评价机制不完善、转化资金投入不足、转化服务平台不够健全等。因此,推进高校专利转化建设需要从进一步落实相关政策、提高专利质量、加强高校专利信息服务平台和服务队伍建设、深化科研评价体制改革、拓展知识产权投融资渠道等方面着手。
The current situation of university patent transformation in China was analyzed,and it points out that there are some problems in university patent transformation.The quantity of patent applications and licensing is large,but the patent conversion rate is low,and the patent has a short life.The cause of the problems lies in the weak awareness of the importance of patent transformation at universities,the lack of strong transformation mechanism and services,the patent application is not of high quality,scientific evaluation mechanism is not perfect,transformation funds are not enough,and transformation service platform is not perfect.Therefore,it presents to implement the relevant policies,improve patent quality,strengthen the patent information service platform and service team construction,deepen reform of scientific research evaluation system,and expand the financing channels of intellectual property rights.
