摘要
赣江流域位于我国南方地区,水资源总量丰沛,但由于其时空分布不均,从而致使在枯水季节各部门需水量持续偏高的情况下,流域内的水资源供需矛盾、上下游用水竞争关系就突显出来。为了应对在降水量减少、来水偏枯条件下赣江中下游地区可能面临的水资源短缺问题,对赣江中下游枯水期的水量调度进行了模拟并对流域的缺水状况及其成因进行了分析;基于上下游的用水竞争关系,建立了基于需水调控策略的水量优化调度模型,并对该模型在提高赣江流域枯水年水资源利用量以及协调上下游用水公平性两方面的显著效果进行了探讨研究。
The Ganjiang River Basin is situated in southern China,where is rich in water resources. Its water resources are unevenly distributed in time and space,and water demands of various sectors are large during dry season,therefore the problems regarding imbalances in water supply and demand and conflicts among water users in middle and lower reaches are prominent under such circumstance. In order to cope with water resources' shortage in lower reaches of the Ganjiang River in potential condition of less rainfall and low water,water regulation during dry season is simulated,and water shortage and its causes are analyzed. Based on the competitive relationship among water users,an optimized water regulation model is established on the basis of competition between upper and lower areas. The model's effectiveness is also analyzed and discussed,including enhanced water resources utilization and more coordinated upstream and downstream equity in water use.
