摘要
垃圾焚烧项目选址屡屡出现"项目选址-公众反对-项目搁浅或迁址"的怪圈,陷入一闹就停、一闹就迁的零和博弈困境。这一困境源于传统选址模式"项目预选址-风险评估(环评)-政府宣布"的内在张力,亦与专家-公众风险认知分歧引发的抗争性行动有关。为了实现形式化参与向实质性参与转向,参与各方要具备相对平等的参与地位;要有效区分利益相关者群体,避免参与人员结构不合理;合理设计公众参与议题,构建与公众的信任关系。
The site selection of garbage incineration project has repeatedly failed to escape the trap of＂project location—public objection—project stranded or relocation＂, and plunged into a zero sum game dilemma. This dilemma stems from the inherent tension of the traditional location model of＂project pre-location—risk assessment（EIA） —government announcement＂, and is also related to the resistance action caused by the expert—public risk cognitive disagreement. In order to realize the change of formal participation to substantive participation, the participating parties should have relatively equal participation status. It is necessary to distinguish the stakeholders, avoid the irrational structure of the participants, reasonably design the issues of public participation and build the trust relationship with the public.
