摘要
基于江西省17个县市753份实地调研数据,运用多元有序Logistic模型,将林农对生态公益林补偿政策满意度作为因变量,选取林农个人基本特征、林农家庭特征、林农林地经营特征以及林农对生态公益林补偿政策的认知水平4个方面共19个因素作为自变量,运用因子分析将变量归为8个公因子,并运用多元Logistic模型分析影响林农生态公益林补偿政策的显著因素,得出影响林农生态公益林补偿政策满意度的因素有:权力因子、政策满意因子、政策效果因子、政策认知因子、家庭因子以及林地经营因子共计15个变量。并针对目前生态公益林存在的问题提出如下政策建议:一是加大对补偿政策宣传力度,提高林农对生态公益林补偿政策认知水平;二是提高公益林补偿标准,实施弹性补偿政策;三是深入推进分类补偿,建立生态公益林生态状况动态评价机制;四是转变林业经济发展方式,大力发展林下经济和旅游经济。
Based on field survey data collected from 753 questionnaires conducted in 17 counties in Jiangxi Province,using the multiple and orderly Logistic model,with the forest farmers satisfaction about the ecological public welfare forest compensation policy as the dependent variable,a total of 19 factors of four aspects including basic characteristics of forest farmers,forest farmers family characteristics,forest farmland management characteristics and forest farmers＇ cognition level about ecological public welfare forest compensation policy were selected as independent variables. Then factor analysis was used to classify the variables into 8 common factors,and a multivariate Logistic model was used to analyze the significant factors affecting forestry farmers＇ ecological forest compensation policies.The factors that affect forestry farmers＇ compensation policies for ecological forests amounted to 15 variables including the power factor,policy satisfaction factor,policy effect factor,policy recognition factor,family factor,forestland management factor,etc. Finally,the following policy recommendations are proposed to help resolve the current problems confronting ecological public welfare forests：Firstly,it is necessary to increase the publicity on compensation policies and enhance forest farmers ＇awareness of the compensation policies for ecological public forests;secondly,it is important to improve compensation standards for public welfare forests and implement flexible compensation policies;Thirdly,it is vital to promote classified compensation and establish a dynamic ecological public welfare forest evaluation mechanism;Fourthly,it is urgent to change the way of forestry economic development and vigorously develop forest economy and tourism economy.
