摘要
本文借助世界银行专家汉娜以及刘尚希等学者的财政风险矩阵初步探讨了地方政府隐性债务的学理口径和现实管理口径,提出了对地方隐性债务显性动态监管的必要性。
The paper discusses the academic stati stical cali ber and current management caliber in reality referring to fiscal risk matrix presented by such scholars as Hanna, the World Bank expert and Liu Shangxi etc,presents the necessity of explicit dynamic supervision of local implicit debt.
