摘要
近期,采用拍卖方式实施小汽车增量调控政策的城市中,出现额度竞拍价格持续上涨的状况。该文尝试在交通政策评价一般思路下,以深圳和上海为例,剖析在关键政策事件推动下,城市机动化水平的动力和阻力机制;通过弹性分析评估相关政策效应,并提出改进策略。
Recently, within the city using Car Quota Control Policy, the plate’s price keeps climbing. Take Shenzhen and Shanghai for example, this paper tries to analyze the push and pull mechanism for urban mobilization triggered by key policy event. Through elastic analysis and evaluation, this paper proposes strategies to ameliorate policy.
