摘要
实施农药经营许可,经营人员的素质是关键,农药经营者脱产集中培训是提高素质的重要手段。本文以农业部门克服农药监管面临的经营人员素质、培训师资、培训经费等实际问题,运用市场机制履职创新,从农药经营人员培训工作的摸底调查、制定《方案》、认定机构、编写教材和实施培训等方面,实践探索出了"管理部门搭台+培训机构实施+经营人员参加"的农药经营人员培训模式,供农药经营人员培训工作者参考。
The competence of pesticide business operators plays a key role for implementing the system of pesticide business license. Full-time training is an important tool to improve the competence of the operators. This paper summarized up the experience in the aspects of how the agricultural pesticide supervision sectors finding solutions to the existing problems such as the quality of operators, qualified trainers, training funds and so on, applying market mechanisms to？ perform？ duties？ in an？ innovative？ way, making survey on pesticide operator training, establishing training plans, approving training organizations, drafting training materials and conducting training and so on. A training model for pesticide business operators consisting of regulatory departments setting up the stage ＋ training organizations implementing ＋ operator participating, has been established to provide a reference for the relevant trainers.
