摘要
本文选取我国2006—2015年近10年的相关数据,运用超效率DEA计算我国环境规制效率,探究我国环境规制效率的动态演变,结果显示:由对环境规制成本和收益的数据的分析可知,我国对环境的重视程度不断加强以及相应得到的环境收益不断提升,投入与产出相对应;由对我国环境规制效率的分析可知,我国环境规制的效率在1处上下波动,且未表现出逐年上升的趋势。基于此进一步运用Tobit回归分析我国环境规制效率变动趋势的影响因素,发现我国环境规制效率与技术投入成正相关关系,与经济发展水平、环境保护力度、工业结构、能源消费结构成负相关关系。为进一步提高我国环境规制效率,需规范环境规制立法、执法、监督行为,增加科研投入,构建社会保障责任体系,发展循环经济。
The environmental paper chooses data of China in recent ten years from 2006 to 2015, calculates the efficiency of regulation in China by using super efficiency DEA, and explores the changing regulation efficiency in China. The results show that : firstly, through the data of environmental trend of environmental regulation cost and in- come,it can be seen that China's importance to the environment has been continuously strengthened and the envi- ronmental regulation benefits have been continuously improved. Secondly, through the analysis of the efficiency of China's environmental regulation,it can be concluded that the efficiency of China's environmental regulation fluctu- ates in 1, but it did not show the trend of rising year by year. Based on this,Tobit regression is used to analyze the influencing factors of the change trend of environmental regulation efficiency in our country. It can be found that : the efficiency of environmental regulation in our country is directly related to the investment in technology;it is nega- tively correlated with the level of economic development, environmental protection, industrial structure and energy consumption structure. Therefore,in order to further improve the efficiency of environmental regulation in our coun- try, China needs to regulate the legislation, law enforcement and supervision of environmental regula vestment in scientific research, build social security responsibility system, and develop a recycling tion, increase in- economy.
