摘要
针对湖北省生物医药产业目前整体技术水平不高、竞争力不强的现实,亟需洞悉制约其创新发展的因素,选择适当的产业创新发展路径和相关制度安排。采用二阶段关联数据包络分析法分析湖北省生物医药产业创新效率横向发展水平和纵向发展态势。与世界发达国家及国内发达地区的横向对比发现,湖北省生物医药产业一阶段的研发与二阶段的科技成果转化严重缺乏效率;从自身发展来看,研发的技术效率较高但缺乏规模效率,尤其是科技成果转化阶段,无论是技术效率还是规模效率都不高,这是制约湖北省生物医药产业发展的关键瓶颈。在此基础上提出提升湖北省生物医药产业创新效率的若干路径及措施建议,供政府决策参考。
In view of the fact that the overall technical level and competitiveness of the biological and pharmaceutical industry in Hubei province are not high at present,it is urgent to understand the factors restricting the innovation and development of the industry,and to choose the appropriate path of industrial innovation development and relevant institutional arrangements. This paper analyzes the horizontal development level and vertical development trend of the innovation efficiency of biomedical industry in Hubei province,by using the two-stage correlation data envelopment analysis method.Comparing with the developed countries and developed regions in the world,it is found that the RD efficiency of the biopharmaceutical industry in Hubei province in one stage and the transformation of the scientific and technological achievements in the second stage are seriously lacking in efficiency; from the point of view of its own development,RD technology efficiency is relatively high,but lack of scale efficiency,especially in the transformation stage of scientific and technological achievements,both technical efficiency and scale efficiency are not high,which is the key bottleneck restricting the development of biological medicine industry in Hubei province. On this basis,some ways and measures to improve the innovation efficiency of the biomedical industry in Hubei province are put forward for the reference of the government.
