摘要 通过介绍美国国家环境保护局(EPA)场外风险影响评估导则及其技术背景文件中关于室内化学品泄漏向室外排放的源强计算方法,包括比例因子法和迭代计算法,比较说明了各方法的优缺点和适用性。其中迭代计算方法是EPA场外风险影响评估导则中比例因子推导的理论方法之一,在导则中并未作为一种独立的推荐计算方法,但可用于室内泄漏形成液池情景下风险源强的精确计算,是比例因子法的补充。通过研究以期对国内室内化学品泄漏事故的风险源强确定起到一定的借鉴。 This paper introduced calculation methods of the source strength for indoor releases of chemical discharging to the outdoors in the EPA's RMP guidance for offsite consequence analysis and its technical background documents. The calculation methods involve proportion factor method and iterative calculation method. The advantages and disadvantages of each method and its applicability are illustrated by comparison. Iterative calculation method is one of the theoretical methods for deriving the proportion factor in the EPA's RMP Guidance for Offsite Consequence Analysis,and is not used as an independent recommended calculation method. However,it can be used to accurately calculate the liquid pool risk source strength for the indoor leakage,which is a supplement to the proportion factor method. It can be used as a reference for determination of the source strength of indoor chemical leakage accidents in China.
