摘要
我国区际铁路通道在国家经济社会发展中发挥着重要作用,也是未来铁路网发展建设的重点方向之一。在总结国外铁路在建设融资、运营管理模式和债务处理等方面经验的基础上,结合我国区际铁路发展实际和特点,提出了理清铁路发展阶段、明确政府投资重点、拓宽投融资渠道和强化配套政策等建议。
China＇s interregional railway corridors play an important role in the country＇s economic and social development, and are also one of the key directions for the future development and construction of railway networks. After summarizing the experiences of overseas railways in terms of construction financing, operation and management modes and debt processing, combined with the actualities and characteristics of China＇s interregional railway development, it proposes to clarify the stage of railway development,clarify the key government investment, broaden investment and financing channels, and strengthen supporting policies and other suggestions.
