摘要 当前,我国各级各类公立医院在内部绩效考核过程中,由于各种原因,存在诸多问题:缺乏医院总体战略发展规划,或者战略规划与绩效考核脱节;绩效考核工作过于简单,就绩效谈绩效;考核目标泛化、不系统,未形成基于医院发展规划的目标链;考核指标不具体、不量化等。著名管理大师彼得·德鲁克提出的SMART原则,主要包括五个方面的具体要求:具体化、可测量、可实现、与其它目标的相关性、基于时限,对解决公立医院绩效考核中存在的问题具有较强的借鉴意义。本文基于SMART原则,提出了公立医院内部绩效考核的相关建议,即制定医院发展规划和年度计划,并进行分解,在部门任务和制度管理中予以落实,保持绩效考核与发展战略的一致性;绩效考核需要所有部门全员参与,是对各业务部门的综合考量,还是人力资源管理各环节的综合体现,要保持绩效考核与业务工作的相关性;要科学建立考核目标链,并提出具体目标和时限要求;要实现干什么、考什么、可测量,科学建立量化指标体系。 At present, there are many problems during the process of internal performance assessment of all types of public hospitals for various reasons in China. Lack of the hospital's overall strategic development planning, or strategic planning and performance assessment out of line; Performance assessment is too simple, talk about performance on performance; Assessment goals are generalized and not systematic, and there are no object-chain based on hospital development planning; Assessment index is not specific and quantified. The SMART principles proposed by the famous management master Peter Drucker which include five specific requirements Specific, measurable, attainable, correlation with other targets, time-bound,which has strong implications for solving problems in the performance assessment of public hospitals. Based on the SMART principles, this article provides some relevant recommendations for the internal performance assessment of public hospitals: They should formulate hospital development plans and annual plans, and decompose them, implement them in departmental tasks and system management, and maintain the consistency between performance assessment and development strategies. Performance assessment requires the participation of all departments, which is a comprehensive consideration of each business department, and a comprehensive embodiment of all aspects of human resources management. It must maintain the relevance of performance assessment and business work. It is necessary to establish an scientifically assessment object-chain, and put forward specific goals and time limits; what is to be achieved, what is to be tested, and what can be measured, and establish a scientifically quantitative indicator system.
