摘要
在经济全球化和贸易投资一体化不断深化的背景下,跨国粮商对我国粮食产业的影响日益加剧。切实保障粮食供给、维护国家粮食安全并增强粮食产业的竞争力,已成为当前我国粮食产业政策的改革方向和任务所在。梳理了美国、欧盟、日本等主要发达国家和地区,以及巴西、印度等发展中国家的粮食产业政策,比较了发展中国家和发达国家与地区的粮食产业政策的异同。提出了完善我国粮食产业政策的建议:鼓励粮食产业发展,增加农民收入;加快农民合作组织的培育,提升粮食生产水平;加快粮食加工企业的发展,提升粮食经济效益;结合我国的实际粮情,做好粮食产业规划;打造农产品质量安全标准,提高我国粮食的国际竞争力;完善粮食产业法律体系,保障粮食产业安全健康发展;建立粮食安全预警与应对机制,提升我国在国际粮食市场的定价权。
Under the background of economic globalization and the deepening of trade and investment integration, the impact of muhinational grain traders on China＇s grain industry is increasing. It has become the reform direction and the task of China＇s grain industry policy to compare the grain industry policy of various countries, ensure the supply of grain, safeguard the national grain security and enhance the competitiveness of grain in- dustry. The thesis sorts out the food industry policies of such major developed countries as the United States, the EU, Japan and those of the developing countries like Brazil and India, and compares the similarities and diffel-nces in the grain industry policies between the developing and the developed countries and the regions. It then puts forward some suggestions on improving the grain industry policy in China： to encourage the devel- opment of grain industry and to increase the income of the farmers; to accelerate the cultivation of the farmers ＂cooperative organizations and to improve the level of grain production; to speed up the development of grain processing enterporises and to improve the economic benefits of grain; to make a good plan for the grain industry according to the actual grain conditions of China; to establish the standard of the quality and safety of the agricultural products and to improve their international competitiveness; to perfect the legal system of grain in- dustry and to ensure the safe and healthy development of grain industry; to establish the early warning and coping mechanism of grain safety and to promote the international pricing power.
