摘要
营商环境直接决定着市场配置资源的效率和流向,是制约经济活力从而影响经济实力的基本因素。辽宁自贸试验区在优化营商环境建设方面先行先试,在提高贸易便利化、政府服务效率方面取得一定成绩。但是,与发达地区相比仍有差距,与法治化、国际化、市场化的营商环境要求相比仍有较大差距,应打好优化营商环境建设的"持久战",深化简政放权改革,优化政府服务方式,提升市场主体的活跃度。
Business environment directly determines the efficiency and direction of market allocation of resources. It is the basic factor that restricts economic vitality and affects economic strength. Liaoning Free Trade Zone has made some achievements in improving trade facilitation and government service efficiency in the first try to optimize the business environment. However,there is still a big gap compared with the developed regions, compared with the requirements of a business environment governed by law,internationalized,and market-oriented. We should fight a ＂prolonged battle ＂ to optimize the business environment construction, deepen the reform of streamline administration and institute decentralization,optimize the way of government service,enhance the vitality of the market subject.
