摘要
目的评估分级诊疗制度在徐州医科大学附属医院建立的紧密型医疗联合体中的运行效果。方法通过分析核心医院和成员医院诊疗量及费用分布情况,成员医疗机构的转诊量及疾病、分级诊疗制度实施前后成员机构的运行情况,对分级诊疗制度的运行效果进行评估。结果建立紧密型医疗联合体能够有效地提升成员医院的服务能力,促进分级诊疗制度落实。但是由于一体化管理机制不全、信息系统孤立、百姓对分级诊疗认知水平较低等问题,使得资源共享、绿色通道以及双向转诊等分级诊疗措施落实受限。结论紧密型医疗联合体能够有效地促进分级诊疗制度落实,但需要进一步完善建设细则。
Objective To evaluate the effect of hierarchical diagnosis and treatment system in the compact medical alliance established in the Affiliated Hospital of Xuzhou Medical University. Methods The effect of the system was evaluated by analyzing the number of outpatient visits and inpatient number, the cost distribution in core and mem- ber hospitals, the number of referrals in member medical institutions and the operation of member institutions before and after the implementation of the system. Results The establishment of a compact medical alliance can effectively improve the service capacity of member hospitals and promote the implementation of the grading system. However, the integrated management mechanism is incomplete, the information system is isolated, and the people have a low level of knowledge about the grading, which limits the implementation of the grading measures such as resource sharing, green channel and two-way referral. Conclusion The compact medical alliance can effectively promote the im- plementation of the grading system, but the construction details need further improvement.
