摘要
本文通过对国内外新型研发机构的文献梳理,明确新型研发机构的特点,即组建起点高、体制机制更灵活、专注科技前沿价值链,更专注于市场价值导向的科研探索,以求形成产业化。但是对比国内沿海发达地区,河南省的新型研发机构发展规模以及建设路径依然比较滞后,结合河南省发展实际,未来河南省新型研发机构的发展须在人才引进、政策扶持、转移转化机制上持续发力。
This paper summarized the literature review of new RD institutions at home and abroad, and clarified the characteristics of new RD institutions, namely high establishment starting point; more flexible institutional mechanisms; focusing on scientific and technological frontier value chain, and focusing more on market value-oriented research and exploration, in order to form industrialization. However, compared with the developed coastal regions in China, the development scale and construction path of the new RD institutions in Henan Province are still lagging. Combining the actual development of Henan Province, the future development of new RD institutions in Henan Province should make continuous efforts on talent introduction, policy support, and transfer and conversion mechanisms..
