摘要
村级集体经济是中国农村基本经济制度的实现形式和全面实施乡村振兴战略的重要力量。本文基于对湖州市近年来村级集体经济收支数据的分析调查,揭示了目前村级集体经济中存在的诸多问题:村级集体经济发展不平衡,两极分化现象明显;村级集体经济发展路子不广,生产性经营收入比重低;村级集体经济支出刚性增长,村级负债有增加的趋势;村级集体经济发展面临着体制、政策、资源等方面制约。并在此基础上,从开拓村级集体经济发展新路径、加大对发展村级集体经济的扶持和加强对发展村级集体经济的组织领导三个层面提出对策和建议。
The collective economy of the village level is an important force for the realization of the basic economic system of Chinese rural areas and the implement of the strategy of rural rejuvenation comprehensively.Based on the survey and analysis of the collective economic income and expenditure data of Huzhou in recent years,this paper reveals the problems existing in the collective economy of the village level at present：the development level of village collective economy is low,the development of village collective economy is not balanced,the development of village collective economy is not wide,and the liabilities of village level are increasing.The development of village collective economy is restricted by system,policy and resources.On this basis,this paper puts forward a new train of thought for developing village collective economy from three levels：expanding the new path of village level collective economic development,increasing support for developing village collective economy and strengthening the organizational leadership of village collective economy.
