摘要
持续深化的公立医院改革致使公立医院面临巨大冲击与挑战,大型公立医院战略管理能否适应内外部环境的变化成为医院管理者急需解决的问题。本文从战略管理目标、分析规划、实施和评价4个角度分析目前医院战略管理的瓶颈与方向,建议新时期公立医院战略目标要与国家定位一致,力求战略快于政策,并进一步协同资源配置向体系功能靠拢,建立灵活的医院绩效评价体系。
The environment what the hospital faced in recent years is complex and changing,such as canceling drug addition,grading medical services and the reform of hospital institutions. It is difficult for hospital manager to make hospital strategy in adaptation to the rapidly changing internal and external environment. From the four perspectives of strategic management objectives,analysis planning,implementation and evaluation,the paper analyzes the bottlenecks and directions of strategic management in hospitals. It is suggested that the strategic goal of public hospitals in the new period should be consistent with the national orientation,strive to be faster than the policy,and further coordinate the allocation of resources to the system function,and establish a flexible hospital performance evaluation system.
