摘要
美国高等教育市场发展的途径之一是对高等教育的资助方式从资助院校转向资助学生,资助方式的转变体现了联邦政府从对院校负责的理念转变为对公民负责的理念。资助方式与资助理念的转变引起了资源路径改变和校生关系改变,前者将竞争机制引入到高等学校之间,后者使学生的消费者权力被重视,共同促进了市场机制的运作。推进高等教育市场形成与发展的政策应该重视学生的作用。
In America,one of the ways to develop the higher education market is to transfer the higher education funding method from institutions to students. This change reflected the idea of federal government has changed from being responsible for institutions to being responsible for citizens. The changes of funding method and idea caused the changes of resources path and school-student relationship. The former one introduced the competition mechanism into higher education institutions,and the latter one enabled the students’ consumer power to be emphasized. They promoted the operation of market mechanism. Policies to form and develop the higher education markets should emphasize the role of students.
