摘要
残疾人慈善事业是针对残疾人提供财产捐赠和无偿服务的公益事业,其与残疾人社会保障制度共同构成了残疾人社会福利体系。发展残疾人慈善事业主要面临对残疾人慈善的认知问题,残疾人慈善的专业化问题,以及残疾人慈善的制度保障问题等。为此,发展残疾人慈善事业应该将确保残疾人与其他社会成员的地位平等作为基本点,将提升助残服务的专业化水平作为工作核心,并通过建立和完善助残激励体制为此项事业提供制度保障。
The Charity for the disabled is the public welfare undertakings whose work is to donate the property or to provide free services for the disabled. The Charity and the social security system constitute the social welfare system for the disabled. The development of charity for the disabled is faced with some specific problems, concrning cognitive on the specialization and the system gurantee. Therefore, when developing the charity for the disabled, we should make the disabled have equal status with peers in the society as the basic point, by improving the professional level of services as the core work, and by establishing and perfecting the incentive system.
