摘要
云南省贫困人口众多,贫困群众地域分布十分广泛,深度贫困人口比较多,如何让有劳动能力的贫困人口到2020年按时脱贫,不仅事关云南能否与全国同步进入小康社会,还事关中国梦的如期实现。云南的扶贫工作取得了重要成就,但仍然存在很多问题,诸如:在政策设计、政策实施方面的合理性、规范性不够,贫困人群的参与性不足,社会力量参与扶贫效果不佳,大扶贫格局没有真正形成等问题。为此,需要云南全省上下各种扶贫主体以习近平新时代中国特色社会主义思想为指引,创新脱贫攻坚模式和方法,确保按期实现脱贫攻坚目标。
There is a large poverty-stricken population geographically dispersed in Yunnan province,among whom many are in deep poverty. The approaches to helping such poverty-stricken people with working ability to get rid of poverty in 2020 not only matter whether Yunnan can simultaneously step into an all-round moderately prosperous society with the whole nation but also concern whether the Chinese Dream can be achieved on time. At present,many important achievements have been made in the poverty-alleviation projects of Yunnan; however,some problems still exist,such as the lack of rationality and standardization in policy proposal and implementation,a lack of sufficient participation of the impoverished people,a poor performance of social forces involved in poverty alleviation,and a lack of an all-inclusive poverty alleviation pattern. Therefore,under the theoretical guidance by Xi Jinping＇s thought on socialism with the Chinese characteristics for the new era,all working bodies involved in poverty alleviation in Yunnan province need to innovate the models and methods to ensure the successful realization of poverty-alleviation goals..
