摘要
大气污染是我国当下环境治理的首要难题,鉴于大气污染的累积性与流动性特征,措施效果的关键取决于对重点污染物的有效控制和政府间的协调管理。跨区域联合行动以及重点污染物总量控制是推进大气污染治理的突破口。前者涉及到立法路径的选择以及各项基本制度的对接,而后者则是治理的重要手段之一。美国早年启动的RGGI项目是值得借鉴的,该制度将总量控制与交易融入到跨区域联合治理的规划与具体制度设计中,凭借自下而上地方合作路径实现对特定污染物的跨区域规制。当下,京津冀、长三角、珠三角等跨区域省份完全可以汲取RGGI的制度优势,实现对重点大气污染物基于市场机制的跨区域协调总量控制,以达成"1+1〉2"的区域一体化污染治理效果。
Air pollution is the major problem of environmental govemance in China, owing to the accumulation of atmospheric pollution and liquidity characteristics, the key factor depends on the effective measures to control and coordinate the management of major pollutants emission sources and regulators. Cross regional joint action and total amount control of key pollutants is the breakthrough to promote air pollution control. The former involves the choice of the legislative path and the linkage of the basic system, while the latter is one of the important means of governance. The early start of the RGGI project is worth to be learned, the system will be integrated into the cap and trade plan and the specific design of the system of cross regional joint governance in place with bottom-up path of cooperation to achieve cross regional regulation of specific pollutants. At present, the Beijing-Tian- jin -Hebei region, Yangtze River Delta and Pearl River Delta can learn the advantages of RGGI system, to achieve inter regional coordination of total control of key air pollutants based on the market mechanism, in order to reach the effect of "1 + 1〉 2" regional pollution control.
