摘要
学者对"社会服务"概念的看法不一致,有人理解为社会保险,有人则理解为社会福利,但却没有形成对社会服务研究的学术争鸣。明晰当今社会服务的基本内涵和外延,深化社会服务强化社会福利化。通过发展社会服务体系,构建专职化社会服务网,以确保社会福利资源获取的丰沛和服务送达的快捷,为加快实现服务型政府的建设提供保障。
Scholars have inconsistent views on the concept of ＂social services＂. Some people understand it as social insurance,while others understand it as social welfare, but they do not form academic contention about social service research. Clarify the basic connotation and extension of social services today, and deepen social services to strengthen social welfare. Through the development of a social service system, a full-time social service network will be established to ensure the availability of social welfare resources and the quick delivery of services to provide guarantees for the acceleration of the construction of a service-oriented government.
