摘要
文章基于2007—2016年中国省际面板数据,以企业技术创新为出发点,实证研究不同公众参与度下环境规制政策对企业技术创新的影响。研究表明：就整体而言,环境规制政策对企业技术创新的驱动效果不显著。公众参与度越高,环境规制政策对企业技术创新正向促进作用越显著;公众参与度越低,则该驱动效应的实现越受抑制。该研究将公众参与作为＂软手段＂与环境规制政策结合分析,进一步拓展了技术创新驱动因素的研究视角。
Based on China＇s provincial panel data from 2007 to 2016, this paper starts from the perspective of enterprise technological innovation and empirically studies the impact of environmental regulation policies on technological innovation of enterprises under different levels of public participation. The results show that： on the whole, the driving effect of environmental regulation policy on technological innovation of enterprises is not significant. The higher the degree of public participation is, the more significant the positive effect of environmental regulation on corporate technological innovation will be; the lower the public participation is, the driving effect will be more inhibited. In this study, the public participation is taken as a combination of ＂soft means＂ and then combined with regulatory policies to further expand the research perspective of the driving forces of technological.
