摘要
首先根据我国海外高层次人才引进思路,依据评价体系的设计原则,针对海外高层次人才能力特征与工作要求,采用德尔菲法设计一套海外高层次人才评价指标体系。其次基于直觉乘法偏好关系,以改进的最优最劣法(I-BWM)对评价指标及海外高层次人才进行评价,通过计算评价矩阵的一致性程度科学赋权,避免评价指标与评价者权重主观赋权法的不足。最终通过案例分析,实例应用海外高层次人才评价体系以证明其科学有效性。
This paper, firstly, designs a set of evaluation index system for overseas high - level talents by Delphi method, according to the principles of evaluation system designation. Secondly, based on the preference relationship of intuitionistie multiplicative preference relation, evaluates the evaluation index and overseas high - level talents by I - BWM, especially in order to avoid the deficiency of subjective weighting method, calculates the consistency degree of evaluation matrix to re- veal scientific weight. Finally, demonstrates the validity of the high - level overseas talents evaluation system through case study.
