摘要
开展土地综合承载力评价体系的研究有利于全面客观认识土地综合承载状况并对其进行优化提升。文章基于区域土地综合承载力评价的实证结论,对比研究了京津冀各区域土地综合承载的优势与短板;进而依据区域间子承载力发展相对不均衡状况,着重探讨了经济承载、建设承载、资源环境承载等承载子系统之间的博弈关系。在此基础上从产业结构、经济发展水平、城镇化水平、资源环境、基础设施服务等方面分析京津冀土地综合承载差异的致因;最后从协调各区域承载力的角度探索推进京津冀承载力协同发展、实现区域承载力整体提升的对策思路。
The research on the evaluation system of comprehensive land carrying capacity is conducive to understanding the status of the comprehensive land carrying capacity comprehensively and objectively and is also beneficial for its optimization and improvement. Based on the empirical conclusion of regional comprehensive land carrying capacity evaluation, this article makes a comparative study of the advantages and shortcomings of comprehensive land-holding in the regions of Beijing, Tianjin and Hebei. And then according to the status of the relatively unbalanced inter-regional sub-capacity development, this article explores emphatically games relations among the carrying subsystems of economic carrying, construction carrying and resource and environment carrying. Based on this, this article analyzes the causes of the comprehensive land carrying capacity in Beijing, Tianjin and Hebei from the aspects of industrial structure, economic development level, urbanization level, resources and environment, and infrastructure services. Finally, from the perspective of coordinating theregions of Beijing, Tianjin and Hebei.
