摘要
农业水利遗产是人类农业时代的智慧结晶,是人类文明的宝贵财富。传统旅游开发农业水利遗产的模式普遍存在价值偏离、浅层结合、文化消亡等问题。"旅游+"具有"搭建平台、促进共享、提升价值"等功能,在拓展旅游自身发展空间的同时,也推进了农业水利遗产的价值增值和文化保护。农业水利遗产不仅包括农业灌溉系统和农业景观等物质形态,还涵盖文化形态、乡规民约及民间崇拜等非物质形态的构成要素。贵州省安顺鲍家屯水碾房获联合国教育科学文化组织亚太遗产保护最高"卓越奖",在"2011世界最佳遗产范例会议"上被推崇为发展中国家的"榜样""典范"和"方向"。但作为国际性遗产,长期以来鲍家屯农业水利遗产面临功能价值单一、文化保护岌岌可危等困境。以"旅游+"为载体,能够推动农业水利遗产保护与旅游、文化、教育、康养等产业的深度融合,拓宽传统遗产的价值链,在实现"动态保护"和"适应性管理"的同时,也有效地激活了遗产的文化价值。
Agricultural water conservancy heritage is the achievement of human wisdom and the precious wealth of human civilization. There are many problems in the traditional tourism development model of agricultural water conservancy heritage,such as the value deviation,the shallow combination,the cultural extinction and so on. ＂Tourism ＋ ＂ has the function of ＂building a platform,promoting sharing,promoting value＂and so on,while expanding the development of tourism itself,it also promote the value of agricultural water conservancy heritage and cultural protection. Agricultural water conservancy heritage includes not only the material form of agricultural irrigation system and agricultural landscape,but also the cultural elements,such as the cultural form,the rural folk custom and folk worship. Water-powered roller room of Baojia Village carries off a highest prize of Excellence of Asia Pacific heritage protection,issued by scientific and cultural organization of the United Nations,and it is also praised as paragon fordeveloping countries in the 2011 World Best Heritage prototype conference. But as the international heritage,Baojia Village is faced up with some dilemmas,such as the singleness of function value,the weak of culture protection. Taking ＂Tourism ＋ ＂as the carrier,it promotes depth fusion of the agricultural water conservancy heritage protection and tourism,culture,education,health care and other industries,as well as expands the value chain,and realizes ＂dynamic protection＂and ＂adaptive management＂,at the same time,it effectively activates the cultural heritage value.
