摘要
近年来,我国有些地区在社区数字化学习服务体系建设中存在着投入大、社区居民参与率低、产生效益小的状况。为解决该问题,需要全面贯彻落实我国相关政策,科学有效地建立覆盖城乡、覆盖各种人群的社区数字化学习服务体系。社区数字化学习服务体系建设的战略意义在于:推进学习型社会的建设,缩小数字化的"贫富差距",对民众进行"数位赋能"。在研讨数字化学习服务体系的基本内涵和服务体系建设的框架、性质和本质等基本认知的基础上,激发社区人参与数字化学习的内源性动力、发挥社区人的主体作用、增强社区人的服务协调者作用是提升该服务体系建设效益的关键所在。此外,提升服务体系建设效益还应掌握硬件与软件配套的建设服务,各种"沟通"的建设原则,分区域、分人群、分阶段"三个分异"的建设策略以及政府主导下"多力合一"的建设机制。
In recent years, some regions have some common problems in the construction of community digital learning service system. In particular, the contradiction between the great benefits and the low investment is prominent. In order to solve these problems, we should carry out the "Opinions on Further Promoting the Development of Community Education", which is issued by the Ministry of Education, and we should scientifically and effectively build a community digital learning service system covering urban and rural areas, which is so important in advancing the construction of a learning society, narrowing the digitized gap between rich and poor and digitally empowering the people. This paper studies the basic connotation, the framework, the nature and the essence of the community digital learning service system. On this basis, the author puts forward that it is the key to improve the efficiency from the source, play the main role of community people, and stimulate the role of community service coordinators. In addition, we should also grasp the supporting construction of hardware and software, the ability of various communication, the implementation of different regions, different groups, different stages, and the building mechanism which is more unity under the leadership of the government.
