摘要
改革开放40年来,我国高等教育政策的发展历经了以全面重建为中心的初步建设阶段、以结构优化为抓手的规范发展阶段、以规模扩张为动力的繁荣发展阶段和以内涵建设为重点的深刻变革阶段;遵循着以简政放权为核心的政策动力机制、以价值负载指导利益分配的政策目标取向、以政策工具为策略选择的政策实施过程保障、以文本话语表达的政策话语文化等演进逻辑。未来我国高等教育政策发展要有协调统一的动力形成机制和丰富充分的多元价值取向,过程保障不断创新政策工具,政策话语不断强化民众参与。
Since the reform and opening-up, China higher education policy experienced such four periods as the preliminary stages of comprehensive reconstruction, the normative development stage of structural optimization, the prosperous development stage of scale ex pansion, and the revolution stage of connotation construction, following the evolution logic with deregulation as the dynamic mechanism, interest allocation as the policy target, process guarantee as policy tools, and policy discourse culture. In the future, China higher education policy should develop the harmonious and unified dynamic mechanism, rich and sufficient multiple orientations, innovative policy tools and public participation.
