摘要
国家农业高新技术产业示范区强调要以供给侧结构性改革为主线制定总体规划。以海洋产业为研究对象,分析了我国海洋产业发展现状以及存在的主要问题。在综述海洋产业园区研究现状的基础上,以供给侧结构性改革为研究视角,进一步明确了海洋高新技术产业示范区建设的目标和任务,提出示范区总体规划应坚持特色化发展的总体定位、创新驱动和绿色发展的产业规划、海陆统筹和全面融合的功能区划以及激活内生发展动力的机制创新规划。最后,提炼出供给侧结构性改革背景下海洋高新技术产业示范区规划应遵循的主要原则。
It is emphasized that planning of the National Agricultural High-tech Industry Demonstration District should be formulated with the supply-side structural reform as the main line.This paper takes the marine industry as the research object,and analyzes the status and main problems in the development of marine industry in China,summarizes the research status of marine industrial on the basis of summarizing the present research status of the marine industrial district,taking the supply side structural reform as the research perspective,this research clarified furtherly the objectives and tasks of the marine high-tech industrial demonstration districts,and proposed that the overall planning of the demonstration districts should adhere to the overall orientation of the characteristic development,the industrial planning of the innovation driven and theecological development,functional zoning planning of the integrated marine-land system and comprehensive integration,and the mechanism innovation of activating endogenous power.Finally,the main principles that should be followed in the planning of marine high-tech industrial demonstration districts under the reform of the supply side are summarized.
