摘要
在我国,粮食银行目前仍处于探索发展阶段,实践中的粮食银行运作模式缺乏规范,鱼龙混杂,不同程度地存在经营管理不规范、运作模式不成熟、监管不到位的问题,给粮食银行的健康发展造成极为不利的影响。本文对粮食银行的经济合理性进行了经济学分析,对粮食主产区和主销区农户对粮食银行不同的服务需求进行系统的比较,在此基础上提出应在粮食主销区推行代储兑换型、主产区推行融资经营型粮食银行,从而形成区域内相对统一的粮食银行运作模式,并针对两种模式提出相应的监管办法。
In our country, the food bank is still at the exploration stage of development at present.Lack of standardization of operation management, immature operation model and insufficient supervision of food banks around China are extremely harmful to healthy development of food banks. This paper provides the economics analysis of the economy reasonability of food banks, and gives the comparisons of different service demands for food banks between main production districts and main sales districts. Then we propose a uniform model of operation of food banks, based on the implementation of consigned storage and exchange model in main sales areas, and financing operation model in main production areas. Finally, the regulation and supervision measures are given for the above two operation models.
