摘要
【目的】在社会和经济全面转型发展过程中,研究土地利用冲突成为预测土地发展方向和制定土地利用规划的依据和参考之一。【方法】以重庆市綦江区为例,建立了山地城市中建设用地与农用地适宜性评价模型,并通过排列组合法得到了研究区土地利用潜在冲突的空间分布和类型。【结果】1)适宜建设用地和农用地的土地资源总量比较丰富但空间分布不均。建设用地和农用地中高适宜性面积分别为1 425.25和1 586.97 km2,空间分布总体趋势都表现为由北到南逐渐减弱,在空间上两种用地类型存在较大的重叠。2)将綦江区可利用土地资源划分为9类土地利用潜在冲突区域,其中C1型强度潜在冲突与C2,C3型一般潜在冲突的面积分别为197.26,362.43和690.25 km2,分别占綦江区总面积的9.02%,16.58%和31.57%,整体来看綦江区有58.1%的土地具有潜在冲突的风险。在空间分布上表现为北部城区潜在冲突最剧烈且分布广,南部、东部和西部在镇有用地有一定潜在冲突。【结论】积极发展建设用地优势明显区域的同时需加强建设用地扩展的管制,应将高效的农用地列入基本农田加以保护和最大化利用。
[Purposes]Research on land use conflict is basis and reference of planning land development strategy in the process of the comprehensive transformation of the social and economic development. [Methods]It takes the Qijiang district of Chongqing Municipality the research scope. An evaluation model,by using permutations and overlay analysis,was established. This model focused on construction land and agricultural land,deduced spatial distribution of land use conflict potential in designated area. [Findings]: 1) The amount of construction land and cultivated land suitability were abundance with heterogeneous location. The area of high suitability for construction land and agricultural land was 1 425.25 and 1 586.97 km2,respectively. The spatial distribution of the overall trend of the performance from the north to the South gradually weakened,which showed there was a large overlap both in the spatial distribution. 2) Through overlay analysis and classification on the two types of land,nine land use potential conflict is deducted. 58. 1% of area in Qijiang district shows common land use potential conflict,strong contradiction between construction land and agriculture land. The spatial distribution is the most severe and widespread conflict in the north of the city,and the south,the East and the West have some potential conflicts in the town.[Conclusions]High efficient agricultural land should be protected and optimized by including it in basic farmland. High construction competitive land should be actively development and meanwhile control expansion.
