摘要
随着市场经济的稳步发展和农业科技水平的提高,原有的两权分置模式已滞后于生产力水平,并掣肘农民阶层优化。三权分置改革实现了经营权的完整性,降低了土地流转的交易成本,使得农村土地、劳动力、资本、企业家可以得到良好的组合,一定程度上推动了农民阶层优化。但与此同时,由于三权分置改革是适应农村生产力发展而产生的,与生产力状况和农民土地权益诉求相比具有一定的滞后性,因而必须加强底层设计,充分结合农民不同阶层诉求制定相应的配套机制,预防因政策执行扭曲带来的系列风险,进一步推动农民阶层结构优化,以推动乡村振兴战略实施。
With the steady development of the market economy and the improvement of science and technology of agriculture, the original split-power mode has been lagging behind the productivity and hampering the optimization of the peasant class. The reform of three-share distribution system has achieved the management rights integrity, reduced the transaction costs of land circulation, and got a good combination of rural land, labor, capital, and entrepreneurs, thus promoted the optimization of the peasant class to some extent. But at the same time, since the reform of the three-share distribution system is a product of the development of rural productivity, it lags behind the productivity and can＇t meet the peasants＇ need of land rights. It is necessary to strengthen the design of the bottom layer and fully integrate the different needs of the farmer to prevent the series of risks brought about by distortions in policy implementation, and further promote the optimization of the structure of the peasant class thus promote the development of rural rejuvenation strategy.
