摘要
本文认为改革政府宏观管理体制已成为深化科技体制改革的关键。文中首先分析了政府在科技发展中的权利与责任 ,继而分别讨论了政府作为科技事业的宏观管理者和公共物品提供者的两种职能。
This paper points out the reform of the macro administrative system which has become the key factor of the science and technology system.The author analyses the government rights and duties for developing science and technology so as to discuss two functions of the government: one as the macro S & T administrator and the other as the provider of public goods.
