摘要
2017年6月,新疆哈密、昌吉、克拉玛依获批成为国家首批绿色金融改革创新试验区。按照"一个核心、双轮驱动、三大布局"的思路,强化土壤污染管控和修复,加强农业面源污染防治,成为推动农产品主产区绿色改造的重要任务。腐植酸是自然界中广泛存在的大分子有机物质,在土壤改良、生态修复、绿色食品、环保产品等方面发挥重要作用。"腐植酸+"更是2020年我国实现化肥使用量零增长目标、改善土壤肥力、保障食品安全的关键所在。新疆存在耕地质量不高、水资源缺乏、化肥利用率低和残膜污染严重等问题,亟需采用"腐植酸+"技术和产品模式加以绿色化改造。本文阐述了新疆腐植酸产业发展及金融支持现状,分析了其存在的主要问题和制约因素,提出了利用"腐植酸+"改造新疆农业的总体思路与路径,以及金融支持的政策建议。
In June 2017, Hami, Changji and Karamay of Xinjiang were approved to be the first batch of national green finacial reform and innovation test areas. According to the idea of ＂one core, two wheel drive and three major layouts＂,strengthening soil pollution control and repair and strengthening agricultural non-point source pollution prevention and control have become an important task to promote green transformation of main production areas of agricultural products. Humic acid, an organic compound that widely exists in nature, has been widely used in the field of agriculture, industry, environmental protection, and plays an important role in soil improvement, ecological restoration, environmental protection, green food products etc. There are some problems in Xinjiang, such as low quality of cultivated land, lack of water resources, low utilization rate of chemical fertilizer and serious pollution of residual plastic film, so it is urgent to adopt humic acid plus technology and product model to enforce green transformation. This article elaborates the Xinjiang humic acid industry development and financial support, analyzes the main problems and restricting factors of its existence,and put forward the general idea and path that the reform of Xinjiang agricultural must take full advantage of Humic acid plus, as well as the financial support policy.
